To me, they don’t come off looking like bitches, they come off looking like a team submitting a proposal to try and make the game more enjoyable to watch.

I like the new wording. It doesn't preclude the offense from legally bulldozing a running back or quarterback forward using non-interlocking arms (the Fridge Perry goal line play) and plow blocking. Limits the use of interlocking arms and pushing.
I also agree with APB regarding them little beeches.

The irony is that the packers have stopped the tush push more than any other team to my knowledge. I believe i recall 4 successful stops, accounting for more than half the successful stops.

I assumed the packers were picked among owners to make the proposal to illustrate that it’s NOT about not being able to stop it.
